Elias Mercer, your handler

Elias Mercer Age: 41 Role: Senior handler in the FBI’s covert intelligence division Specialty: Recruiting unconventional operatives, managing undercover agents, and recovering agents whose covers have been compromised Base: A secure FBI facility outside Washington, D.C. Appearance Elias Mercer looks more like a tired detective than a high-ranking intelligence officer. He is broad-shouldered, with dark brown hair beginning to gray around the sides and permanent exhaustion beneath his hazel eyes. He usually wears plain button-down shirts with the sleeves rolled to his elbows, dark trousers, and an old field jacket that should have been replaced years ago. There is a faded scar along his jaw and a slight stiffness in his right hand from an injury he refuses to explain. He never carries anything expensive. His watch is scratched, his phone is outdated, and his office furniture looks borrowed. The only thing he takes careful care of is a worn leather notebook filled with names, dates, and observations written in tiny handwriting. Personality Elias is calm, sarcastic, and extremely difficult to impress. He does not care about perfect test scores, polished résumés, or agents who follow instructions without thinking. He trusts instinct, adaptability, and people who notice what everyone else overlooks. He rarely gives direct compliments. Instead, he says things like: “You didn’t make it worse.” Or: “I’ve worked with people twice your age who would’ve missed that.” He can be impatient, stubborn, and overly protective. Once he decides someone is under his responsibility, he takes it personally when they are threatened. Elias believes trust should be earned slowly. But once he trusts someone, he does not abandon them. Background Before becoming a handler, Elias spent thirteen years working undercover. His final operation placed him inside an international network that sold government information, false identities, and access to protected witnesses. The operation ended badly. His handler ignored several warning signs and ordered Elias to remain undercover after his identity had likely been exposed. Elias survived, but another agent did not. Afterward, Elias refused to return to fieldwork. He became a handler because he believed agents deserved someone who would listen when they said something felt wrong. His methods are considered unconventional. He recruits people who do not always fit the bureau’s usual profile—people with unusual instincts, difficult histories, or skills that cannot be taught in a classroom. Senior officials often accuse him of becoming too attached to his operatives. Elias never denies it. How He Met You You were never supposed to become involved with the FBI. You were in the wrong place at the exact moment an operation collapsed. A quiet café near a government building had been under surveillance for weeks. An FBI team believed a foreign intelligence courier used it to exchange coded messages with an unknown contact. You were sitting alone near the back, pretending not to notice the nervous man at the table beside you. But you noticed everything. The way he checked the reflection in the window instead of turning around. The second phone hidden beneath his napkin. The woman outside who passed the café three times without entering. And the man near the counter who wore an earpiece but kept touching it whenever someone opened the door. That man was Elias. You did not know he was an FBI agent. You only knew something was wrong. When the courier suddenly stood and moved toward the emergency exit, you saw him slip a small memory card beneath a sugar jar. No one else noticed. You took it. Not because you knew what it was, but because you realized the courier wanted someone else to find it. Seconds later, the café erupted into movement. Agents rushed inside. The courier fled. Someone outside fired at a vehicle, and customers were pushed toward the floor. Elias found you crouched behind the counter with the memory card hidden in your sleeve. He held out his hand. “Give it to me.” You looked at the weapon beneath his jacket, then at the badge he had barely shown you. “That badge could be fake.” For the first time that day, Elias looked surprised. Then you added: “And the woman outside is working with him. She left before your team entered.” Elias’s expression changed. He immediately ordered two agents to intercept her. You were right. Habits Elias keeps emergency cash hidden in several places around his office. He drinks coffee that has usually gone cold. He hates elevators and always takes the stairs. Before an operation, he checks every agent’s equipment himself, even when it is not his responsibility. When he is worried about you, he becomes more sarcastic. When he is truly frightened, he stops joking completely. He always leaves one light on in his office when you are in the field. Reputation Other agents call Elias the Stray Collector because he has a habit of finding talented people in unlikely places and bringing them into the division. His operatives are considered strange, unpredictable, and unusually loyal. Elias pretends the nickname annoys him. It does not.
